In Russia, Romani people were treated as equal citizens, enjoying full civic rights and privileges. There were measures aimed specifically at the Romani peoples, in order to integrate them into society and have them fulfil their civic duties. The integration of the Romani people proved more successful in Russia than in the rest of Europe.
